SceneShift on multiple devices

I have three devices connected to the same computer (N3, 293s and M18V3) and I have SceneShift plugins assigned to keys on all of them. The problem is that they cannot work at the same time in all of the devices. SceneShift works only on the device that is currently active in the Stream Dock program. On the other devices, the plugin does not change the scenes.

Is it a software problem? On how many devices can I use SceneShift?
