I had the same issue at a moment. When my AppData/Roaming/HotSpot/StreamDock directory was on a HDD instead of an SSD.
The app doesn't like loading plugins or profiles from old HDDs.
I have moved all AppData/Roaming in another drive cause I haven't space anymore and I've tried HDD and SSD. (It's possible to move this directory in Windows)
On HDD the loading is slow and changing scene takes 4-5seconds.
I think @racerX was running the application from an HDD and not an SSD that's why he was experiencing latencies.
Nope, I was actually running it on a very fast NVMe SSD.
My entire system boots in 5 seconds so there is no reason for 15 tiny images to take 5 seconds to load.

The transmission bandwidth of firmware 293 itself is not very large, so there may be a problem of slow loading when there are many dynamic plugins. However, if you only use these plugins for hotkeys and opening programs, the loading speed will be much faster
